Concentrated removal of 1,061 vehicles! The "Hundred-Day Action" has cumulatively cleared 4,133 non-compliant ride-hailing vehicles.

To effectively advance the city's 100-day special campaign to combat illegal operations and regulate the passenger transport market, recently, the Xi'an Municipal Transportation Bureau, in collaboration with the Traffic Management Brigade of the Municipal Public Security Bureau, launched a focused action to clear out non-compliant ride-hailing vehicles involved in administrative penalty cases. A total of 1,061 non-compliant vehicles were removed from platforms, driver accounts were banned, and blacklists were updated, completing a full closed-loop process to address the root causes of irregularities in the ride-hailing industry and comprehensively strengthen the safety of citizens' travel.

According to reports, the centralized removal of over 1,000 vehicles involved in cases is a key measure to extend the 100-day special campaign to address root causes and implement precise targeted controls. The Xi'an Municipal Transportation Comprehensive Law Enforcement Brigade strictly adhered to the rigid work principle of "mandatory removal for involved cases, mandatory bans for violations." They conducted a comprehensive review of ride-hailing violation cases identified through road inspections, complaint investigations, and big data enforcement. Each vehicle's qualifications, violations, and order records were verified, and enforcement personnel established records and categorized files, creating a precise list of 1,061 non-compliant vehicles for targeted removal.

At the same time, the list was immediately sent to all ride-hailing platforms in the city, specifying removal standards, rectification deadlines, and closed-loop handling details, thereby reinforcing the platforms' primary responsibility for safety production. It is understood that on July 21, all platforms implemented the full set of control measures based on the list, including removing vehicles from online platforms, banning drivers' order-taking permissions, and adding non-compliant vehicles to the industry's credit blacklist. This ensured comprehensive, gap-free, and zero-omission removal of non-compliant vehicles involved in cases. The process seamlessly integrated case handling, platform rectification, and root cause control, effectively blocking the channels for non-compliant vehicles to operate online and eliminating the space for illegal operations.

It is reported that since the launch of the city's 100-day special campaign to regulate passenger transport order, Xi'an's transportation enforcement departments have adhered to systematic governance and a dual approach of addressing symptoms and root causes. They have innovatively established a comprehensive governance system that includes "data investigation, clue verification, case filing and handling, centralized removal, and long-term supervision," implementing a combination of measures for root cause control, technological empowerment, and joint punishment.

"Through measures such as centralized interviews with ride-hailing platform companies, intelligent enforcement big data screening, routine supervision and inspection of key areas, and cross-departmental joint inspections, we have focused on the two core checkpoints of platform vehicle access and driver employment. We have strictly addressed prominent issues such as mismatched vehicle and driver qualifications and platforms assigning orders in violation of regulations, curbing industry problems like illegal operations, unauthorized passenger solicitation, and cross-regional operations at the source," explained a relevant official from the Third Enforcement Team of the Municipal Transportation Comprehensive Law Enforcement Brigade. As of now, during the 100-day campaign, a total of 4,133 non-compliant ride-hailing vehicles have been removed and banned citywide, effectively purifying the ride-hailing industry environment and safeguarding the legitimate rights and interests of compliant businesses, drivers, and the general public.

Next, the Xi'an Municipal Transportation Comprehensive Law Enforcement Brigade will maintain a high-pressure stance in the special campaign to regulate passenger transport order, continuously consolidating the phased results of the 100-day campaign. They will keep improving long-term mechanisms such as dynamic data investigation, real-time online warnings, rapid vehicle removal, and regular supervision across the entire region. They will continue to enforce the primary management responsibilities of ride-hailing platforms, conduct regular inspections of passenger transport violations in key areas and during key periods, and implement a "discover, remove, and penalize" approach for newly identified non-compliant vehicles. They are determined to eliminate all remaining non-compliant vehicles and regulate the city's passenger transport market with strict and consistent management, ensuring a safe, convenient, and comfortable travel environment for citizens and tourists.
