Chongqing Delegation Submitted Proposal of the Whole Group: Calling for Support to Accelerate the Construction of Chongqing Logistics Hub Economic Zone
In April 2024, General Secretary Xi Jinping inspected Chongqing and assigned Chongqing the task of striving to become an important strategic support point for the new era of Western development and a comprehensive inland opening hub with "two major positions."
High-level construction of a logistics hub economic zone is a key carrier for Chongqing to implement the positioning of "comprehensive inland opening hub" and serve the national strategy. It is a strategic choice to cultivate new quality productivity and achieve high-quality development. In recent years, Chongqing has focused on channel construction to fully build the "city of hubs."
Supporting the amplification of the traction effect of the new Western Land-Sea Corridor, supporting the construction of "multi-country multi-park" international industrial cooperation projects, supporting Chongqing in conducting financial reform pilots around the construction of the logistics hub economic zone... On March 4, the Chongqing delegation attending the fourth session of the 14th National People's Congress submitted a full delegation proposal to the conference, "Suggestions on Accelerating the Construction of Chongqing Logistics Hub Economic Zone," requesting more support from the national level for Chongqing.
The advantages of channel logistics are obvious, and it is the country's first "five-type" national logistics hub city
The full delegation proposal pointed out that from the perspective of hub function positioning, Chongqing is the country's first and the only "five-type" national logistics hub city in the West, with unique conditions for the construction of a logistics hub economic zone.
Chongqing is the only city in the western region with conditions for multimodal transport by rail, road, water, and air, and it is the country's first city to have a "five-type" national logistics hub, including port type, land port type, airport type, production service type, and trade service type. It has already formed functions for 10 types of open ports, such as complete vehicles, pharmaceuticals, and meat, with large aggregation, circulation, and transactions of elements. The logistics hub economy is taking shape. By 2025, the cargo throughput of the "five-type" national logistics hub will reach 120 million tons, a year-on-year increase of 13%, with container throughput accounting for over 90% of the city's total; hub channel multimodal transport volume will reach 173,000 TEUs, a year-on-year increase of 20%, achieving logistics business revenue of 36.8 billion yuan, a year-on-year increase of 6.7%, hub logistics intensity of 2.98 million tons/square kilometer, a year-on-year increase of 11%, with the scale of hub economy, operational quality and efficiency, and radiation network ranking among the top in the country.
From the perspective of logistics operation efficiency, Chongqing's logistics organization model is diverse, and its operational effectiveness is remarkable, with the core competitiveness of the international logistics channel network continuously strengthening.
Using the new Western Land-Sea Corridor as a traction, Chongqing plays the role of logistics and operation organization center, constructing a three-dimensional logistics network with "four directions" access and "four modes" linkage by rail, road, water, and air. Westward and northward, the "ASEAN Express" innovatively connects the ASEAN and European markets efficiently through Chongqing, with trains from Chongqing to Europe and Central Asia running stably once a week. Southward, the China-Laos-Thailand timetable trains operate efficiently, with transportation TEUs and cargo value both increasing by over 100% year-on-year by 2025. Eastward, relying on the Yangtze River golden waterway, promoting the operation of river-rail-sea multimodal transport trains, opening 13 "Thousand Mile Light Boat" freight liner routes, achieving efficient "timetable" style connection with ports along the river and coast. In addition, Chongqing, together with Guizhou and Guangxi, has taken the lead in connecting the "Hydrogen Corridor" Chongqing-Guizhou-Guangxi trunk line of the new Western Land-Sea Corridor, creating a green logistics artery spanning three provinces and over 1000 kilometers long, providing a key application scenario for the large-scale application of hydrogen energy in the logistics field in China.
Strong industrial foundation, a gradually improving hub economic service ecosystem has been constructed
From the perspective of industrial economic foundation, Chongqing has a complete range of industries and active open economy, laying a solid foundation for the hub economy's "channel brings logistics, logistics brings trade, trade brings industry."
Chongqing possesses all 31 manufacturing categories, with rich development and open platform carriers at all levels, a good foundation and clear direction for the "33618" modern manufacturing cluster system. This strong industrial foundation has produced a strong "chemical reaction" with the "five-type" national logistics hub. On one hand, leading advantageous industrial clusters such as intelligent connected new energy vehicles, electronic information, and equipment manufacturing have generated huge import and export logistics demand, which is the basic guarantee for the stable operation of China-Europe trains and the new Western Land-Sea Corridor trains. On the other hand, efficient and convenient international logistics channels have reversely empowered industrial upgrading, attracting upstream and downstream enterprises to gather in Chongqing, forming a virtuous cycle of "promoting production through flow, and promoting flow through production."
From the perspective of comprehensive service system, Chongqing has constructed a gradually improving hub economic service ecosystem with institutional openness as the core.
In January 2025, the Chongqing International Trade Digital Platform was launched, integrating "3+1" functions of trade matchmaking, logistics organization, financing settlement, and professional services, precisely serving the supply and demand sides in international trade; relying on Alibaba's global pool of 50 million buyers to create the "Land-Sea International Station," officially released globally in December 2025; the digital Land-Sea New Corridor aggregated over 400 million customs clearance logistics data, shared and called over 81.5 million times, launched 6 primary scenarios and over 100 secondary scenarios; the National Port Office clarified that our city leads the formulation of national smart port digital base standards and promotes them to "13+2" provinces (regions, cities); over 800,000 tickets of aviation trade digital documents are stored on the chain, serving over 5,000 enterprises; constructing a cross-border settlement financing service system, creating a comprehensive hub digital financial service platform, and establishing a financial service center for the Land-Sea New Corridor.
From the perspective of reform and innovation practice, Chongqing's hub port industrial park has taken the lead in exploring integrated development, actively expanding cross-border cooperation such as the "Three Countries Three Parks" project, and has become a vivid model for Chongqing to explore the "channel brings industry" model, providing practical experience for the construction of the logistics hub economic zone.
In 2025, Chongqing Hub Port Industrial Park signed 139 new industrial projects, with a contracted investment amount of 102.2 billion yuan, started 103 industrial projects with a planned total investment of 85.3 billion yuan, and completed and put into production 62 projects with a total investment of 37.1 billion yuan. The main hub node container arrival and departure reached 1.02 million TEUs, a year-on-year increase of 13.7%.
Therefore, Chongqing has the conditions and foundation to build a logistics hub economic zone. Next, Chongqing will concentrate efforts to make up for the shortcomings and weaknesses of the modern collection and distribution system and comprehensive service system, optimize the operation organization model in coordination with "Thousand Mile Light Boat," continuously enhance the comprehensive service capability "to enterprises and households," fully play the core supporting role of the "two systems" in the logistics hub economic zone, deepen and solidify the articles of channel brings logistics, logistics brings trade, trade brings industry, accelerate the attraction of various market entities, vigorously develop hub-preferred incremental industries, and build an influential and recognizable logistics hub economic zone.

Therefore, the Chongqing delegation proposes the following suggestions——
(1) Support the amplification of the traction effect of the new Western Land-Sea Corridor to better support Chongqing in building a logistics hub economic zone
We earnestly request the National Development and Reform Commission to support Chongqing in building a logistics hub economic zone, strengthen the linkage effect of "hub + industry + network," help improve regional logistics efficiency, reduce comprehensive costs, and promote the formation of a collaborative development ecosystem with complementary advantages and shared benefits.
(2) Support the construction of "multi-country multi-park" international industrial cooperation projects to build a safe network for cross-border industrial chain supply chain cooperation
We earnestly request the National Development and Reform Commission, Ministry of Foreign Affairs, and Ministry of Commerce to support Chongqing, together with regions along the corridor, in jointly carrying out "multi-country multi-park" international industrial cooperation based on Chongqing's experience in multilateral cross-border park construction of "Three Countries Three Parks," to disperse industrial chain risks. Support Chongqing's "multi-country multi-park" project to be included in the Lancang-Mekong cooperation mechanism.
(3) Support Chongqing in conducting financial reform pilots around the construction of the logistics hub economic zone
We earnestly request the National Development and Reform Commission, Ministry of Transport, and Ministry of Commerce to support the cross-border mutual recognition and cooperative application of multimodal transport "one bill system" bills in countries along the China-Europe train and the new Western Land-Sea Corridor, and innovate financing application scenarios for multimodal transport "one bill system" bills.
(4) Support Chongqing in conducting institutional openness pilots around the construction of the logistics hub economic zone
We earnestly request the Ministry of Commerce to support Chongqing's logistics hub economic zone in relying on open platforms such as the Free Trade Pilot Zone and Comprehensive Bonded Zone to connect with international high-standard economic and trade rules such as the China-ASEAN Free Trade Area and CPTPP. We earnestly request the Ministry of Commerce, General Administration of Customs, and State Administration of Foreign Exchange to support the joint construction of an offshore trade authenticity digital joint supervision mechanism based on blockchain technology.
