Hubei Streamlines Approvals to Accelerate Advancement of Highway Projects

The second phase of the Ezhou Airport Expressway is about to open, and the steel bridge deck paving project of the Yanzi Yangtze River Bridge has been completed... According to the Hubei Provincial Department of Transportation, in the first half of the year, the province's expressways completed an investment of 63.01 billion yuan, exceeding the planned progress by 2.5 percentage points, an increase of 9.3% year-on-year, with 16 reconstruction and expansion projects and 44 ongoing projects advancing simultaneously.

The acceleration of project advancement is attributed to the proactive efforts and targeted measures of Hubei's transportation department, addressing common challenges such as land use, forestry use, and environmental assessments. A series of initiatives to resolve bottlenecks and unblock obstacles have been implemented.

To shorten the preliminary work cycle, Hubei's transportation department has fully implemented mechanisms such as "case-by-case discussion," list management, and tracking supervision. It has vigorously promoted the "notification commitment + tolerance acceptance" model, transforming "approval" into "service."

In Xiangyang, the application for 134 acres of temporary land for the reconstruction and expansion of the Fuyin Expressway was approved in less than three working days. In Huanggang, the land for the construction of the Yingshan to Huangmei Expressway was approved within 40 days from submission for review. Three major projects in Huangmei County, including the reconstruction and expansion of the Huangmei to Huangshi section of the Huyu Expressway and the Xiaochi to Huangmei section of the Fuyin Expressway, totaling over 5,000 acres of construction land, were all approved with "zero corrections." From 3 days to 40 days to "zero corrections," streamlined approval processes have allowed projects to enter the fast lane.

Entering the main flood season, heavy rainfall and typhoon activity have posed severe challenges to reconstruction and expansion projects that are "partially open to traffic while under construction." The Engineering Affairs Center of the Hubei Provincial Department of Transportation has rushed to the front lines of key projects to supervise the construction of "list-based + dynamic" disaster prevention systems at construction sites. For the special working conditions of reconstruction and expansion projects, the road administration department and the Engineering Affairs Center have repeatedly optimized construction plans and traffic organization processes, ensuring both project progress and smooth vehicle passage.
