Huzhou aims to establish a "First City, Hundred Stations" layout for the ship charging and battery swapping network.
The "Special Plan for the Construction of Ship Charging and Battery Swapping Stations and Power Capacity Expansion in Huzhou (2025–2030)" (referred to as the "Plan") was recently released, clarifying the "First City with 100 Stations" planning goal. By 2030, Huzhou, Zhejiang, will become the first city in the country with over 100 ship charging and battery swapping stations, as well as the "Ship Charging and Battery Swapping Center City" in the Yangtze River Delta region.
Huzhou will adhere to the principles of "intensive efficiency, moderate advancement, and network connectivity" to scientifically and systematically construct a layout system for ship charging and battery swapping stations and power capacity expansion. This will meet the operational needs of electric ships, with a total of 106 ship charging and battery swapping stations across three categories, covering all districts and counties as well as 22 waterways, including the Changhu-Shen Line and the Hanghu-Xi Line, achieving approximately 10 charging and swapping stations per 100 kilometers of waterways.
Focusing on the actual needs of each district and county, the "Plan" proposes meeting charging power demands through power grid transformation, new energy integration, and intelligent upgrades, reserving load capacity for electric ships, and promoting integrated construction of "source-grid-load-storage." By coordinating distributed photovoltaic systems with energy storage systems, the stability of the power grid and energy utilization efficiency will be enhanced. According to estimates, by 2030, the annual total electricity demand for electric ships in Huzhou's navigation area will be approximately 336 million kilowatt-hours, and the 106 charging and swapping stations will provide sufficient energy assurance for ships.
Huzhou will establish special funds for green and low-carbon development, encourage financial institutions to develop green credit, financing leasing, and other products, and support new business models such as "ship-electricity separation" and "shared charging and swapping." A full lifecycle regulatory system for ship charging and battery swapping stations will be established, along with an information service platform for electric ships, enabling real-time monitoring of operational status through technologies such as the Internet of Things.
