The Ministry of Transport held a ministerial meeting.

　　On April 17, Liu Wei, Secretary of the Party Leadership Group and Minister of the Ministry of Transport, presided over a departmental meeting to convey and study the important speeches of General Secretary Xi Jinping, and to discuss and deploy measures for implementation; to hear a report on the key points of work for 2026 regarding transportation services for regional coordinated development; and to review the "Highway and Waterway Engineering Quality Accident Reporting and Investigation Handling Measures" and the "Three-Year Action Plan for Promoting High-Quality Development of Small and Micro Passenger Car Rentals (2026–2028)."

　　The meeting emphasized the need to thoroughly study and implement the important speeches of General Secretary Xi Jinping during his meetings with Spanish Prime Minister Sánchez, UAE Crown Prince Khaled of Abu Dhabi, and his talks with Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam and President of Vietnam. It stressed the importance of connecting with the world and keeping pace with the times, further deepening openness and cooperation in transportation, improving the layout of interconnected networks, promoting the high-quality development of the China-Europe Railway Express, steadily advancing the construction of international green shipping corridors, and jointly promoting sustainable transportation development.

　　The meeting emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important speeches and directives on regional coordinated development, to advance high-quality development of regional transportation in accordance with local conditions, to strengthen the interconnection of regional transportation infrastructure, and to improve the modern comprehensive transportation system. This will provide strong and effective transportation support for promoting regional coordinated development. It is necessary to accurately grasp the focus of transportation services for regional coordinated development, advance the construction of major cross-regional and cross-basin corridors, strengthen coverage and accessibility in weaker areas, improve the modern metropolitan area comprehensive transportation system, enhance intercity commuting efficiency in metropolitan areas, and raise the aggregation and radiation capacity of comprehensive transportation hubs.

　　The meeting emphasized the need to strengthen the supervision and management of highway and waterway engineering quality, standardize the reporting and investigation of quality accidents in highway and waterway engineering, and provide institutional guarantees for the high-quality construction of highway and waterway projects. It is necessary to hold enterprises accountable for production safety, intensify the investigation and handling of quality accidents and issues during the construction phase, and resolutely prevent and curb the occurrence of major and severe accidents.

　　The meeting emphasized the need to focus on improving the service network for small and micro passenger car rentals, enhance the convenience of rental services, accelerate the establishment of a standardized, orderly, safe, convenient, green, intelligent, and vibrant market system for small and micro passenger car rentals, better meet the diverse and high-quality travel needs of the people, and provide new scenarios and momentum for expanding domestic demand and promoting consumption.
