Tianjin Communication Center participated in the development of two maritime safety communication industry standards.
Recently, the supporting industry standards "Technical Requirements for Maintenance and Repair of Digital Selective Calling (DSC) Systems for Coastal (River) Radio Stations" (JT/T 624—2026) and "Interface Specification for Maritime Safety Communication Systems" (JT/T 1597—2026), compiled with the participation of the Tianjin Communication Center, were approved and released by the Ministry of Transport. They will be implemented on August 1, 2026, and September 1, 2026, respectively. These standards represent a landmark achievement in the standardization innovation and cross-unit collaborative efforts for navigation safety in the northern sea area.
The revision of the "Technical Requirements for Maintenance and Repair of Digital Selective Calling (DSC) Systems for Coastal (River) Radio Stations" standard took nearly three years. It comprehensively upgraded and improved the outdated JT/T 624—2005 standard, which had been in use for over 20 years, addressing technical shortcomings in maritime safety communication operations and maintenance. This provides a new technical guideline for the stable operation of DSC systems at coastal (river) radio stations nationwide and is a significant achievement in the standardization of maritime distress communication in China. Based on the current state of the industry, this revision achieved several key breakthroughs, with notable results in standardization. The release and implementation of this requirement will comprehensively standardize the operation and maintenance processes of DSC equipment at coastal (river) radio stations nationwide, significantly improve the quality of system maintenance and fault handling efficiency, strengthen the all-weather reliable guarantee capability of maritime distress communication, and empower maritime communication safety construction through standardization. It lays a solid technical foundation for the safety of river and sea navigation and maritime emergency rescue.
The "Interface Specification for Maritime Safety Communication Systems" was jointly compiled by the Tianjin Communication Center, the Planning and Research Institute of the Ministry of Transport, Nanjing Haishanda Information Technology Co., Ltd., Guangzhou Haige Communication Group Co., Ltd., and Shanghai Aiwei Information Technology Co., Ltd. Focusing on the interconnection needs of maritime safety communication systems, it standardizes seven major maritime safety communication business interface protocols, reshapes the three-tier layered system architecture, and addresses issues such as the interoperability of coastal radio station equipment and data silos. It fully leverages the collaborative role of coastal station communication hubs, enabling efficient cross-sea area maritime safety information flow and unified emergency signal dispatch. This specification fills the gap in standards for the integration and data interaction of maritime safety communication systems, providing critical technical support for the networking, intelligence, and integration of maritime safety communication systems nationwide. It comprehensively enhances the overall capabilities of maritime search and rescue and navigation safety assurance.
After the implementation of the two standards, the operation and maintenance processes for safety communication at coastal and river radio stations nationwide will be fully standardized. This will establish a rapid information flow channel for distress signals across sea areas, strengthen all-weather emergency communication guarantees in waters such as the Bohai Bay and Arctic routes, and improve the maritime communication standard system incorporating Beidou's independent technology. Moving forward, the Tianjin Communication Center will fully promote the demonstration and application of these standards, continuously empowering digital navigation safety construction through standardization and reinforcing the lifeline of maritime navigation safety communication.
