At the same time, it is important to clearly see that the development environment is becoming more complex, with prominent issues of overcapacity and low freight rates, safety risks not yet fully controllable, and the construction of a unified and open Yangtze River shipping market still a long way to go.

　　During the "15th Five-Year Plan" period, the overall goal of Yangtze River shipping development is: to promote high-quality development as the theme, to build a golden waterway throughout the basin as the main line, to green low-carbon transformation as the direction, to deepen the construction of a smart Yangtze River as the path, and to ensure high-level safety as the guarantee, basically building a smooth, efficient, green, smart, safe, resilient, and well-supported modern Yangtze River shipping system, focusing on building the "five systems," serving the overall transportation situation with one region of the Yangtze River.

　　Accelerate the construction of a modern infrastructure system. Fully promote the governance of the Yangtze River mainline channel system, enhance the upstream level, unblock the midstream bottleneck, and optimize the downstream channel, systematically improving the passing capacity and resilience of the Yangtze River estuary channel. Promote the implementation of the water transport system connectivity project, facilitate the connection of the Yangtze River mainline with important tributary high-grade channels, and advance the intelligentization of channel maintenance and equipment facilities. Accelerate the construction of the new Three Gorges water transport channel and supporting facilities.

Pilot the construction of green shipping corridors, promote the application of new energy and clean energy ships, orderly advance the construction of energy replenishment facilities, deepen the prevention and control of ship water pollutants, air, and noise pollution, and build a comprehensive governance pattern of "ship-port-city."
