Hainan will complete the construction of a "Four Rings, Five Corridors, Multi-Link" trunk road network within five years.

Recently, the "14th Five-Year Plan for Comprehensive Transportation (Highway and Waterway) Development in Hainan Province" (referred to as the "Plan") was issued and implemented. It focuses on integration, safety enhancement, digital and intelligent upgrades, and green transformation as its core directions. By 2030, it aims to establish a modern, high-quality, comprehensive, and three-dimensional transportation network that is convenient, efficient, human-centered, green, intensive, intelligent, advanced, safe, and resilient. The plan includes building a "Four Rings, Five Corridors, and Multiple Links" trunk highway network and advancing the province's port container throughput to the level of ten million TEUs.

During the "14th Five-Year Plan" period, Hainan will focus on the development directions of intelligence, greenness, and integration. Key initiatives include planning and advancing the construction of the Western Land-Sea New Corridor, improving transportation quality across the Qiongzhou Strait, building smart transportation systems, and fostering the low-altitude economy. Efforts will accelerate the construction of the main framework of the "Three Cores, Two Networks, Five Rings, and Four Corridors" comprehensive three-dimensional transportation network. A total of 173 transportation projects will be aligned with land space planning to ensure spatial elements for project implementation.

In terms of the road network, Hainan will expedite projects such as the expansion of the Haikou section of the Lanhai Expressway and the Dazanya section of the Ring Island Expressway. It will improve the networks of expressways, national and provincial highways, tourist roads, and rural roads at different levels. The province will strengthen the two major hubs of Yangpu Port and Haikou Port, promote differentiated and coordinated development of regional ports, and establish a "dual-core, four-strong, multi-point" layout. The Qiongzhou Strait sector will accelerate the construction of the Smart Strait project, upgrade terminal scheduling and maritime rescue systems, and study the development of a second roll-on/roll-off channel from Wushi to Lingao, creating multiple cross-sea transportation routes.

The "Plan" calls for the continuous optimization of multimodal transport and intermodal passenger services, vigorous development of integrated transportation and tourism projects, expansion of the cruise and yacht industry, and cultivation of the low-altitude economy. It also aims to deepen the reform of the Chinese Yangpu Port of Registry, build a high-level open shipping system, and simultaneously carry out "Artificial Intelligence + Transportation" initiatives to promote the development of smart ports and intelligent shipping. Additionally, it seeks to improve the safety emergency management mechanism, deepen reforms in investment, financing, and highway maintenance systems, and enhance the overall level of transportation governance.
