Previously, the owner of the "Shun'an XX" vessel was affected by operational turnover pressures, resulting in delayed payment of wages for seven crew members from June to August, with a total arrears of 269,000 yuan. The vessel was responsible for water engineering construction tasks, with the crew handling critical work such as on-site construction, equipment operation, and duty shifts. If the labor dispute remained unresolved, it could easily cause mental unrest among the crew, posing safety risks to water construction. The crew repeatedly communicated and negotiated with the shipowner to no avail, eventually seeking assistance from the maritime authorities.

Upon receiving the crew's request for rights protection, Ningbo Meishan Maritime Office promptly initiated the labor dispute resolution process, organizing a concentrated mediation involving the shipowner, project department, and crew representatives. Law enforcement officers verified the list of unpaid wages, the periods of arrears, and the amounts owed, clarified the facts, identified the root cause of the dispute, explained the potential safety risks behind the wage arrears to the shipowner, and urged them to fulfill their corporate responsibilities.
