Mexico's Preliminary Determination of Anti dumping of Chinese Unplasticized Polyvinyl Chloride （PVC）with 57.63% Tariff
2023年5月9日，墨西哥经济部发布公告，对原产于中国、不论进口来源的硬聚氯乙烯作出反倾销初裁，裁定对涉案聚氯乙烯产品征收57.63%的临时反倾销税。涉及聚氯乙烯产品为增塑剂含量低于6%，透明或彩色的，单层、聚合其他单体的硬质聚氯乙烯卷、聚氯乙烯薄片、聚氯乙烯薄膜及聚氯乙烯扁条，涉及TIGIE税号3920.49.99项下的产品。公告自发布次日起生效。
On May 9, 2023, the Ministry of Economy of Mexico issued an announcement, making a preliminary anti-dumping determination on the rigid Polyvinyl Chloride （PVC ）originating in China, regardless of the import source, and ruling to impose 57.63% of the provisional Anti-Dumping Duty duty on the Polyvinyl Chloride PVC products involved. The polyvinyl chloride PVC products involved are rigid polyvinyl chloride PVC rolls, polyvinyl chloride PVC sheets, polyvinyl chloride PVC films, and polyvinyl chloride PVC flat strips with a plasticizer content of less than 6%, transparent or colored, single layer, polymerized with other monomers, and products under TIGIE tax number 3920.49.99. The announcement shall take effect from the day after its release.
墨西哥只对产自中国的聚氯乙烯加高关税，我们可以先出口货代到马来西亚，通过马来西亚公司再出口到墨西哥，办理马来西亚原产地证，降低墨西哥客户进口关税。
Mexico only increases the tariff on PVC produced in China. We can export the goods to Malaysia first, and then export them to Mexico through Malaysian companies. We can apply for Malaysian certificate of origin to reduce the import tariff on Mexican customers.
