Hebei Maritime Bureau's "Province-wide Handling" first cross-region transaction successfully completed in Tangshan.
Starting from September 1, the Hebei Maritime Safety Administration officially implemented new measures for government services, fully incorporating 24 high-frequency maritime administrative matters such as ship registration, crew certificate processing, and shipborne hazardous cargo declaration into the "province-wide processing" list. On the first day of the new policy's implementation, the Tangshan Maritime Safety Administration and Caofeidian Maritime Safety Administration successfully completed the first cross-regional processing transaction, marking the official implementation and effectiveness of Hebei's cross-regional maritime government service reform.

The convenience brought by the new policy is deeply felt by Tangshan Juyao Refueling Ship Co., Ltd. The company’s manager, Meng Li, said: “Previously, to file for the operation of ship fuel supply and receiving units, we had to go to the local maritime authorities in both Jingtang Port and Caofeidian. This time, we originally needed to go to the Caofeidian Maritime Safety Administration, but with the implementation of the new policy, we completed the application nearby at the Tangshan Maritime Safety Administration, and the Caofeidian Maritime Safety Administration completed the filing on the same day. It’s very convenient, and we give a thumbs-up to the cross-regional maritime processing service.”

Previously, Hebei maritime affairs were handled locally, and port and shipping enterprises operating across port areas had to go to the corresponding local maritime authorities in their operational jurisdiction to process matters. After the implementation of the new policy, individuals and enterprises can choose to submit applications at the nearest Hebei Maritime Safety Administration service center or at any of the five service stations in Qinhuangdao, Tangshan, Cangzhou, Caofeidian, etc. Online services adopt a "full-process online processing + assistance and guidance" model, allowing matters to be completed through online approval and direct certificate mailing. Offline services use a "assistance and guidance + collection and transfer" model, operating under a mechanism of "local acceptance, remote review, mutual recognition of results, and simultaneous certification," truly achieving "data runs more, enterprises run less."

Next, the Tangshan Maritime Safety Administration and Caofeidian Maritime Safety Administration will continue to optimize the cross-regional service process and improve the integrated government service system across the region. With efficient and convenient government services, they will fully support the high-quality development of Hebei's port and shipping economy.
