Hebei Port Group continues to deepen land-sea coordination, making every effort to build a convenient sea access port for the Xiong’an New Area.
On March 23, General Secretary Xi Jinping emphasized during his inspection of Xiong'an New Area that all relevant parties should enhance their sense of overall responsibility and take concrete actions to implement the decisions and arrangements of the Central Committee, supporting the high-quality construction and development of Xiong'an New Area. On April 2, Shi Duo, Deputy Director of the Production Business Department of Hebei Port Group, stated: "By thoroughly studying and implementing the spirit of General Secretary Xi Jinping's important speech, we will focus on building a strong, professional, efficient, green, and low-carbon transportation system, striving to create the most convenient seaport for Xiong'an New Area and support its high-quality development."
On January 21, the new international logistics channel "Xiong'an New Area—Huanghua Port—Incheon, South Korea" was officially opened. The first batch of 1,080 cans of mushrooms completed customs inspection at the Xiong'an Comprehensive Bonded Zone and were transferred to the Tianjin-Hebei Container Terminal at Huanghua Port under Hebei Port Group for shipment overseas.
This was not only a strong start for the Xiong'an Comprehensive Service Center of Hebei Port Group in the first month of the new year but also the first operation of the "Zone-Port Link" model from the Xiong'an Comprehensive Bonded Zone to Huanghua Port. This model implements a "Xiong'an inspection, direct loading at port" process, where goods are declared as "arrived" at the customs supervision site in Xiong'an New Area and inspected or released according to customs instructions. They are then transported to Huanghua Port via bonded transfer, directly loaded onto ships upon arrival, effectively simplifying customs clearance procedures, reducing operational costs for enterprises, and achieving a true one-stop export service "at the doorstep."
As the core platform for integrating port resources in Hebei Province, Hebei Port Group leverages the cluster advantages of Huanghua Port, Tangshan Port, and Qinhuangdao Port to deepen land-sea coordination with Xiong'an New Area, effectively "relocating" the seaport to Xiong'an's doorstep and injecting strong momentum into Xiong'an's high-level opening-up to the world.
In September 2023, the Xiong'an Comprehensive Service Center of Hebei Port Group was officially established. It serves as a central hub, coordinating logistics service nodes in Shijiazhuang, Baoding, Hengshui, and other regions in central and southern Hebei, creating a front-end service platform to build the most convenient seaport for Xiong'an New Area.
"We primarily undertake the responsibility of serving Xiong'an, striving to provide one-stop land, port, and sea logistics services centered on port functions for import and export enterprises in Xiong'an New Area," said Shan Jieliang, Director of the Xiong'an Comprehensive Service Center of Hebei Port Group. By establishing the Xiong'an Comprehensive Service Center, port functions can be moved forward, and business windows can be set up in advance. At the same time, with the Xiong'an Comprehensive Bonded Zone as a key trade and logistics node, a direct green channel from Xiong'an New Area to Hebei Port Group can be established, promoting an efficient, low-cost, green, and low-carbon logistics model, and transforming Hebei Port into a "maritime gateway" serving Xiong'an New Area.
Leveraging its geographical advantages, Hebei Port Group has designated Huanghua Port as the closest "gateway" for Xiong'an New Area's goods to reach the sea. A dedicated storage area for Xiong'an New Area has been specially set up at the terminal, providing enterprises with an all-time green channel, extending free storage periods, and offering substantial discounts to reduce logistics costs for businesses. Hedde Shipping, a subsidiary of Hebei Port Group, continues to optimize shipping routes, especially advantageous routes such as the West Coast Express to the United States, providing stable and efficient export paths for Xiong'an New Area's cross-border e-commerce and high-value-added products.
This year, Hebei Port Group will continue to strengthen its maritime layout, building a container route support system that complements domestic and international trade, integrates main and feeder lines, and serves both near and far seas. It will deepen its landward layout by constructing a multimodal container transport system that radiates to Mongolia and Russia and connects to Central Asia. The group will also deepen economic and trade cooperation with countries and regions involved in the Belt and Road Initiative, vigorously developing sea-rail intermodal transport and international freight trains to facilitate the export of goods from Hebei.
"We will also continue to build efficient, intelligent, green, and safe ports, integrating port development into the economic development framework of cities and regions, and fully establish a convenient seaport for Xiong'an New Area," said Shi Duo. He added that the Xiong'an Comprehensive Service Center will serve as a link to closely align with the market demands of Xiong'an New Area and surrounding areas, maintain regular communication with relevant departments, and take concrete actions to help Xiong'an New Area become a model of high-quality development and a new hub of innovation in the new era.
