Let power operate under the sunlight. "Department and group" jointly answer the question of building "Hubei on water transportation."
Recreating another "Yangtze River" is a vivid metaphor for the construction of the Han-Xiang-Gui inland waterway transportation corridor.
In October 2025, the construction unit for the 101-kilometer waterway improvement project from Danjiangkou to Xiangyang reported insufficient capacity at the existing sand and gravel storage site and low transfer efficiency, which could delay the overall schedule. This project is a crucial part of the Han-Xiang-Gui inland waterway transportation corridor, and solving the problem was urgent.
Upon learning of the situation, the Discipline Inspection and Supervision Team of the Hubei Provincial Commission for Discipline Inspection and Supervision stationed at the Provincial Department of Transportation immediately consulted with the responsible leader of the department, urging relevant offices to quickly guide the Xiangyang Municipal Transportation Bureau in conducting an "on-site diagnosis." After on-site inspections and collective discussions by the transportation, water resources, and ecological environment departments, a temporary storage site with adequate capacity and a suitable distance was selected within three days, and a 3-kilometer temporary access road was simultaneously repaired. Once the bottleneck was resolved, the main construction of the project was completed on schedule, and by the end of 2025, the midstream Han River's 1,000-ton waterway was successfully opened.
In recent years, behind many of Hubei's impressive transportation achievements lies the joint efforts, synchronized actions, and aligned focus of the Discipline Inspection and Supervision Team stationed at the Provincial Department of Transportation and the department itself.
Currently, under the overall coordination of the Hubei Provincial Commission for Discipline Inspection and Supervision, the stationed Discipline Inspection and Supervision Team and the Party Leadership Group of the Hubei Provincial Department of Transportation have established a regular consultation mechanism. This has formed a strict responsibility chain of "leadership by the top official, direct management by the responsible leader, accountability by business offices, and coordinated efforts between city and county levels," directly extending the "supervision lens" to the forefront of waterway improvement and lock construction.
Since the beginning of this year, the stationed Discipline Inspection and Supervision Team and the Hubei Provincial Department of Transportation have focused on 62 major engineering projects and five key issues in project advancement. They have collaborated with provincial, municipal, and county-level discipline inspection and supervision systems to address a series of challenges and bottlenecks, injecting strong momentum into the construction of transportation and logistics hub projects across the province.
Case investigations are the most powerful form of supervision. Regarding the delayed progress of the waterway improvement project for the non-connected section from Danjiangkou to Xiangyang on the Han River, as transferred by the Central Audit Committee, the stationed Discipline Inspection and Supervision Team held relevant responsible persons accountable for their inadequate implementation of directives, creating a strong deterrent within the province's transportation system.
This case also became an important opportunity for reform through case analysis. In the first half of 2025, during an investigation, the stationed Discipline Inspection and Supervision Team discovered that Zhang, a deputy section-level cadre at the Jianghan Canal Waterway Management Office of Hubei Province, had used his position to inflate expenses in projects such as ship maintenance and water and electricity network renovations, illegally embezzling public funds in significant amounts. Furthermore, during the initial investigation, Zhang repeatedly sought to probe the case details and provided false information. Upon verification, Zhang was expelled from the Party, dismissed from public office, and transferred to judicial authorities.
In response to the shortcomings in industry supervision methods and the lack of transparency in power operations revealed by the case, the stationed Discipline Inspection and Supervision Team urged the Hubei Provincial Department of Transportation to draw lessons and promote "sunshine" supervision of transportation projects across the province. They established a remote information management platform to enable full traceable monitoring of project fund usage and construction processes, ensuring that power operates under the sunlight.
While cracking down on corruption to eliminate "parasites," they also focused on institutional reforms to tighten the "cage." By keeping a close eye on "key individuals" and critical areas, the stationed Discipline Inspection and Supervision Team and the Party Leadership Group of the Hubei Provincial Department of Transportation worked in the same direction to foster a clean and upright political environment.
