A video conference on work safety and service guarantees for transportation during the “May Day” holiday was held.
On April 28, the Ministry of Transport held a video conference on transportation safety production and service assurance during the May Day holiday. The meeting aimed to thoroughly study and implement the important instructions of General Secretary Xi Jinping, earnestly implement the decisions and deployments of the Party Central Committee and the State Council, analyze the situation, assess risks, and arrange key tasks. Liu Wei, Party Secretary and Minister of the Ministry, presided over the meeting and delivered a speech.
The meeting pointed out that this year's May Day holiday presents a severe and complex situation for transportation safety production, with multiple risks intertwined. Efforts must be made to align thoughts and actions with the important instructions of General Secretary Xi Jinping and the decisions and deployments of the Party Central Committee. A firm commitment to the concept of safe development, prioritizing people and life above all else, is essential. It is necessary to deeply analyze and accurately grasp the travel characteristics and prominent risks during the May Day holiday, maintain high vigilance, adhere to bottom-line and extreme thinking, resolutely overcome complacency and luck mentality, and comprehensively coordinate all aspects of transportation work to ensure the safe, convenient, and smooth travel of the people.
The meeting emphasized the need to seize the critical pre-holiday window period and implement key tasks to lay a solid foundation for safety and stability during the holiday. Efforts should continue to advance the investigation and rectification of major risks and hidden dangers during the flood and summer seasons. The southern region should immediately address and rectify identified issues, ensuring a closed-loop process, while the central and northern regions should prepare for investigation and rectification work. Strict control of highway safety risks during the flood season is necessary, with a focus on proactive defense and moving checkpoints forward. Key aspects such as "response, inspection, and control" should be closely monitored. The early warning response mechanism should be strengthened, dynamic highway inspections increased, inspection responsibilities at all levels reinforced, and proactive defense control standards and measures refined. Monitoring and early warning facilities should be deployed quickly to enhance the ability to issue warning information and prevent accidents. Resources should be precisely allocated based on a "one-list" approach. Additionally, efforts must be made to prevent collisions between commercial and fishing vessels, strengthen traffic organization, enhance control in key water areas, and ensure dynamic supervision of vessels and 24-hour on-duty operations.
The meeting emphasized the strict implementation of preventive and control measures for major holidays, focusing on risks such as severe weather, large passenger flows, and major hazardous sources. Proactive defense, service assurance, and upgraded control measures should be strengthened. Utilize lists such as meteorological early warning, busy and easily congested highway sections, particularly busy charging service areas, and upgraded control of major hazardous sources. Strengthen safety supervision of water-based tourist and passenger vessels, and ensure service assurance for car rentals. Through online live streaming platforms, timely release meteorological warnings, information on congested road sections, and other updates to guide the public in planning their travel reasonably. Further strengthen on-duty operations and ensure timely reporting of information.
Ministry leaders attended the meeting. The Ministry's chief engineer, relevant departments within the Ministry, and responsible officials from related Beijing-based units participated in the main venue. Transportation departments from provinces (regions, municipalities) and the Xinjiang Production and Construction Corps, the Yangtze River Navigation Administration, the Pearl River Navigation Administration, and first-level units of the affiliated maritime, navigation, and rescue systems attended the meeting at sub-venues.
