The first maritime "One Matter" service in Jiangsu has been implemented.

Recently, the Nantong Maritime Bureau successfully completed Jiangsu's first integrated business for sea vessel departure, marking the effective implementation of the Ministry of Transport's maritime bureau's administrative service reform initiative in Jiangsu.

This integrated business combines 12 high-frequency departure matters, including ship name reservation, ownership registration, nationality certificate registration, and ship oil pollution insurance verification, into "one matter." It promotes a "notification commitment + tolerance acceptance" service model, relying on the "Maritime Connect" App to achieve full-process online handling, reducing processing time by over 50%.

After the reform was implemented, the Nantong Maritime Bureau quickly streamlined standardized processes, conducted business training, and set up service windows. On July 3, a local ship enterprise purchased two vessels, urgently needing to put them into operation. The Nantong Maritime Bureau immediately opened a green channel, assigned dedicated personnel to guide the enterprise in submitting ownership, nationality, crew, and radio-related materials simultaneously through a "single form application." With the collaboration of various functional departments, the complete set of departure procedures, which originally required over a month, was completed in just two working days, issuing 10 related certificates and achieving "one-time application, one-time certification issuance."

Next, the Nantong Maritime Bureau will continue to expand integrated service scenarios for the full lifecycle of vessels, deepen the collaborative application of "maritime credit + shipping insurance," and provide efficient and convenient administrative services to support the high-quality development of the shipping economy.
