The "Measures for Comprehensive Evaluation and Assessment of Carbon Neutrality" was issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council. It was reviewed and approved by the Standing Committee of the Political Bureau of the Central Committee on February 26, 2026 and will be implemented from 2026. The method aims to give full play to the strategic traction role of carbon peak and carbon neutrality, build a system of dual control of total carbon emissions and intensity, and promote local party committees and governments to establish a correct view of performance. The assessment objects are the party committees and governments of all provinces (autonomous regions and municipalities directly under the Central Government). Under the centralized and unified leadership of the Party Central Committee, the Central Organization Department will coordinate and guide, and the National Development and Reform Commission will implement it in conjunction with relevant departments.
