Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Achieving Higher-Level and Higher-Quality Energy Conservation and Carbon Reduction" (hereinafter referred to as the "Opinions"), which clearly outline measures for energy conservation and carbon reduction in the transportation sector. These include vigorously developing railway and waterway transportation, actively promoting electric (hydrogen-powered) heavy trucks and green fuel ships, and establishing zero-carbon transportation corridors.
The "Opinions" state that efforts should be made to vigorously develop railway and waterway transportation, continuously improve the efficiency and greening of highway transportation, enhance the operational efficiency of civil aviation air traffic control, and actively promote multimodal transportation. Regarding the construction of green transportation infrastructure, it calls for improving the greening and intelligence levels of transportation hubs, highways, and other facilities, as well as establishing a comprehensive network of charging and battery swapping stations, shore power facilities, and more.
Regarding the promotion of transportation tools, the "Opinions" explicitly propose promoting energy-saving and low-carbon transportation tools, reasonably optimizing vehicle energy consumption limit requirements, actively developing electric (hydrogen-powered) heavy trucks and green fuel ships, and supporting the blending and substitution of clean low-carbon fuels.
The "Opinions" also call for advancing energy-saving and carbon-reduction transformations of digital infrastructure such as computing power and communication base stations, strengthening energy conservation and carbon reduction management in public institutions, and proposing safeguard measures from aspects such as improving laws and regulations, refining standards and labeling systems, and enhancing policy support.
The "Opinions" emphasize that all regions and departments should implement the directives under the centralized and unified leadership of the Party Central Committee, taking practical measures to ensure effective implementation. Local party committees and governments at all levels are held accountable for energy conservation and carbon reduction within their administrative regions, while the National Development and Reform Commission is tasked with coordinating and overseeing efforts, incorporating the completion of energy conservation and carbon reduction targets into the comprehensive evaluation and assessment of carbon peaking and carbon neutrality.
According to the deployment outlined in the "Opinions," China will continue to promote energy conservation and carbon reduction in transportation and other sectors through deepening international dialogue and cooperation, strengthening technological innovation and application, and implementing nationwide actions, providing strong support for achieving the goals of carbon peaking and carbon neutrality.
