Xinhua News Agency, Beijing, April 21 – To thoroughly implement General Secretary Xi Jinping's important instructions on the development of the service industry and the spirit of the National Service Industry Conference, the State Council recently issued the "Opinions on Promoting Capacity Expansion and Quality Improvement in the Service Industry" (hereinafter referred to as the "Opinions").
The "Opinions" require adherence to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, thorough implementation of the spirit of the 20th National Congress of the Communist Party of China and the subsequent plenary sessions, comprehensive and accurate application of the new development philosophy, and the combination of an effective market with a proactive government. It emphasizes simultaneous capacity expansion and quality improvement, coordinated development and regulation, demand-driven initiatives, reform breakthroughs, technological empowerment, and open cooperation. It aims to deeply implement actions for capacity expansion and quality improvement in the service industry, promote the specialization and high-end value chain extension of productive services, and foster high-quality, diverse, and convenient development of consumer services. By 2030, the total scale of the service industry is expected to reach 100 trillion yuan, cultivate more "China Service" brands, significantly enhance the global competitiveness and influence of the service industry, and continuously improve the sense of gain among the people.
The "Opinions" propose strengthening weak links in the entire chain of productive services, enhancing the supporting role of technological services, boosting the comprehensive competitiveness of modern logistics, accelerating innovation in software and information services, improving professional services in supply chain finance, actively developing energy-saving and environmental protection services, and strengthening and optimizing business services. It also aims to elevate the development capacity of key areas in consumer services, increase high-quality supply for residential services, improve the adaptability of elderly care and childcare services, enhance the professional capabilities of health services, and innovate service models in culture, tourism, and sports. Furthermore, it seeks to enhance the digitalization, standardization, integration, and internationalization of the service industry, promote its digital transformation, accelerate the construction of standardized services, improve the integrated development of modern services with advanced manufacturing and modern agriculture, and steadily advance open cooperation in the service industry.
The "Opinions" clarify the need to improve the policy system supporting capacity expansion and quality improvement in the service industry, deepen reform and innovation, enrich fiscal and financial policy tools, enhance infrastructure support and guarantee capabilities, expand high-quality business entities in the service industry, strengthen talent development, and reinforce safety supervision.
The "Opinions" require all regions and departments to implement the directives under the centralized and unified leadership of the Party Central Committee, combining them with local realities to ensure effective implementation and strive to create a new landscape of high-quality development in the service industry. The government assessment system should be further improved to fully mobilize enthusiasm and initiative from all parties. Regions should tailor their implementation of tasks and measures to local conditions, while departments should advance initiatives according to their responsibilities and areas of focus. The National Development and Reform Commission should strengthen overall coordination and monitoring and evaluation.
