　　Xinhua News Agency, Beijing, March 16 - Premier Li Qiang of the State Council presided over the eleventh plenary meeting of the State Council on March 16, deeply studying and implementing the important speeches of General Secretary Xi Jinping during the National People's Congress and the spirit of the National People's Congress, and deploying the key work of the State Council for 2026.

　　Li Qiang pointed out that General Secretary Xi Jinping's important speeches during the National People's Congress profoundly elaborated and deployed work on many major issues related to China's development from a global perspective, possessing strong strategic, guiding, and targeted qualities. We must deeply understand the essence and practical requirements of General Secretary Xi Jinping's important speeches, truly unify thoughts and actions with the spirit of General Secretary Xi Jinping's important instructions and the decisions and deployments of the Party Central Committee, solidly perform all government work, and strive to demonstrate new achievements in promoting Chinese-style modernization.

　　Li Qiang pointed out that this year marks the beginning of the "Fifteenth Five-Year Plan," facing a complex and severe external environment and arduous and heavy tasks of reform, development, and stability. The State Council and all departments must always maintain strategic determination, act more proactively and positively, and be executors, action-oriented, and practical implementers of the Party Central Committee's decisions and deployments with higher standards. These "higher standards" should currently be reflected in three aspects: first, in the keen grasp of changes in the situation, not only establishing bottom-line thinking but also enhancing enterprising awareness, being adept at seeking opportunities in changes and turning crises into opportunities, firmly grasping the initiative in development. Second, in achieving greater effectiveness in overcoming difficulties, facing challenges directly without delay or avoidance, deeply implementing "combined punches," continuously consolidating the development foundation, and enhancing economic resilience. Third, in the sustained efforts to solve long-term problems, targeting the stage characteristics of China's economic transformation and upgrading, focusing on resolving contradictions and issues concerning the overall situation, achieving breakthroughs through persistent efforts and good practices.

　　Li Qiang pointed out that regarding this year's and the "Fifteenth Five-Year Plan" economic and social development work, the Party Central Committee has made strategic deployments, and the government work report and the "Fifteenth Five-Year Plan" outline have made specific arrangements. We must promote implementation without compromise, especially focusing on a batch of key tasks with strong traction and leverage. First, deeply advancing the construction of a unified national market, second, actively planning and promoting the expansion and quality improvement of the service industry, third, accelerating the development of new-generation intelligent manufacturing, fourth, systematically advancing the construction of major infrastructure networks, fifth, investing more heavily in people and serving people's livelihoods, sixth, better responding to external impact challenges under new circumstances.
