Lahore, the first stop of the China-Pakistan Digital Journey: In-depth visits to the Lahore Chamber of Commerce and Industry (LCCI) and the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), and the signing of 21 MOUs
On May 9th, the IBI(Guolian Gufen) (IBI) Pakistan Digital Economy Headquarters Launch Conference and the first stop of the IBI China-Pakistan Digital Journey business visit—Lahore—saw a delegation from IBI(Guolian Gufen) (IBI) gather in Lahore with representatives from the Lahore Chamber of Commerce and Industry (LCCI), the FPCCI Lahore regional office, and various government and business sectors to conduct high-level business negotiations and precise industry matchmaking. During the meeting, the parties signed 21 Memoranda of Understanding (MOUs) covering areas such as the digital economy, cross-border trade, and industrial synergy, aiming to empower industries with digital technology and drive growth through cooperation, injecting new momentum into China-Pakistan bilateral economic cooperation.
At the beginning of the meeting, Faheem ur Rehman Saigol, President of the Lahore Chamber of Commerce and Industry (LCCI), Khalil Hashmi, Pakistani Ambassador to China, Liu Zhai, Director and Senior Vice President of Guolian Holdings, and Zaki Ijaz, S.M. Tanveer, Chairman of United Business Group (UBG) Group and Vice President of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), delivered speeches, conveying a consensus on deepening cooperation and achieving mutual benefit. Qadir, General Manager of Global Cross-border Strategy at IBI Guolian Holdings and Vice Chairman of Global Cross-border at TuDuoduo, and Daniel, Vice President of TuDuoduo and General Manager of TDD Global at Guolian Holdings, provided on-site interpretations of investment policies and industrial cooperation opportunities, laying a solid foundation for subsequent pragmatic cooperation.
In his opening remarks, Faheem ur Rehman Saigol, President of the Lahore Chamber of Commerce and Industry, stated that Lahore, as Pakistan's industrial and commercial center, possesses unique industrial absorption capacity and locational advantages within the framework of the China-Pakistan Economic Corridor, and welcomes Chinese enterprises to establish long-term and stable cooperative relationships with local enterprises through institutionalized platforms.
In his remarks, Pakistani Ambassador to China Khalil Hashmi pointed out that the China-Pakistan Economic Corridor (CPEC) has entered a new stage of industrial cooperation. The rich experience of Chinese enterprises in areas such as the digital economy, cross-border supply chains, and new energy aligns perfectly with Pakistan's strategy of promoting export-oriented industrialization. The Ambassador emphasized that the Pakistani government will continue to optimize the business environment and provide practical and efficient policy support for enterprises from both countries.
In his address, Liu Zhai, Director and Senior Vice President of IBI(Guolian Gufen), stated, “IBI(Guolian Gufen) adheres to its third growth curve cross-border strategy, making Pakistan the first stop in its globalization strategy. We officially launched our Digital Economy Headquarters in Islamabad, and this trip to Lahore is an important part of this strategic layout. We hope to assist Pakistani companies in accessing a more efficient and transparent global supply chain system through our B2B platform mechanism.”
Qadir, General Manager of Global Cross-border Strategy at IBI IBI(Guolian Gufen) and Vice Chairman of TuDuoduo Global Cross-border, stated, “IBI(Guolian Gufen) has chosen Pakistan as its first stop for globalization. Pakistan's Special Economic Zones offer significant policies such as 10-year income tax exemption, full tariff exemption, and one-stop approval, with highly competitive land costs. We sincerely invite Chinese companies to seize the CPEC2.0 opportunity, combining technology and capital with Pakistan's resources and market to jointly replicate success and achieve mutual benefit.”
Daniel, Vice President of TuDuoduo and General Manager of TDD Global at IBI(Guolian Gufen), stated, “TDD… Global has established a multilingual service team and localized operation system for the Pakistani market, providing full-process support from order placement, customs clearance, and transportation for key industries in Punjab Province, including chemicals, new materials, new energy, and automobile manufacturing. This year, we will hold industry-specific B2B roadshows in several Pakistani cities and achieve intelligent supply and demand matching through a digital platform, allowing Pakistani companies to connect with high-quality Chinese suppliers without leaving their own offices. We look forward to working with our Pakistani partners to create a benchmark case for China-Pakistan digital economy and industrial interconnection.
In the presence of representatives from both companies, Global Holdings and the Lahore Chamber of Commerce and Industry (LCCI) officially signed a Memorandum of Understanding. This agreement aims to establish a regular mechanism for information sharing, business matching, and exhibition cooperation, providing continuous and practical cross-border services for companies from both sides.

Following the signing ceremony, the delegation departed for the Lahore Exhibition Center, where they joined the chief guest, Mr. Shafai Hussain, Minister of Industry, Commerce and Investment of the province, to attend several ribbon-cutting ceremonies at the "Asian Agricultural International Exhibition" and reached two project cooperation agreements. Led by Mr. Uzair Nizam, Vice President of Ecommerce Gateway Pakistan Pvt. Ltd., the delegation visited the exhibition hall to gain a focused understanding of Pakistan's actual needs and cooperation opportunities in agricultural mechanization, cold chain logistics, and digital agriculture.
Following this, the delegation visited the Lahore office of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) for exchanges. S.M. Tanveer, Chairman of FPCCI, Vice President of United Business Group (UBG) Group, Zaki Ijaz of FPCCI, Liu Zhai, Director and Senior Vice President of United Business Group, and His Excellency the Ambassador of Pakistan to China delivered speeches.
Established in 1950, the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) is the most important national body in Pakistan's trade, industry, and services sectors. As the highest representative organization of Pakistan's private sector, FPCCI directly or indirectly covers almost all organized private industrial and commercial sectors in Pakistan, dedicated to promoting, encouraging, and defending the interests of the private sector. Since its inception, FPCCI has consistently served as a key bridge between private enterprises and the government, actively assisting the government in promoting exports, encouraging foreign investment, and stimulating economic activity. Currently, FPCCI comprises 304 industry associations, including 81 chambers of commerce, 32 women's chambers of commerce, 19 small chambers of commerce, 2 associations of small chambers of commerce, 6 joint chambers of commerce, and 164 associations representing Pakistan's industry, trade, and services. This large-scale organization plays a crucial and leading role in Pakistan's economic policy-making and international economic and trade cooperation.
In his address, FPCCI Tanveer stated that Punjab province, as the economic engine of Pakistan, boasts multiple industrial clusters and a network of city chambers of commerce, making it one of the most dynamic and promising regions for Sino-Pakistani industrial cooperation. He highly praised Guolian Holdings' model of integrating resources and empowering entities through a digital platform, believing it will effectively promote the connection between Punjab enterprises and the global supply chain, enhancing the competitiveness and resilience of local industries.
FPCCI's Zaki Ijaz stated that Punjab province, where Lahore is located, is Pakistan's "breadbasket" and industrial hub, possessing vast potential for cooperation in areas such as agricultural processing, manufacturing, and information technology. FPCCI will actively play a bridging role, fully assisting enterprises from both countries to achieve precise connections and industrial synergy.
Liu Zhai, Director and Senior Vice President of IBI(Guolian Gufen), stated that IBI(Guolian Gufen) will establish four partnerships with chambers of commerce and women's chambers of commerce in Sialkot, Shehupura, and Wazirabad. Leveraging domestic and international cross-border platforms, these partnerships will help enterprises in various regions streamline supply chains, optimize production capacity, and reduce costs, while providing specialized training and startup funding support for female entrepreneurs. She emphasized that these four Memoranda of Understanding form the foundation of Punjab's provincial digital industrial network. In the future, each participating chamber of commerce will be equipped with a dedicated liaison officer and customized digital platform modules to jointly promote Punjab's transformation from a manufacturing center to a digital industrial ecosystem.
His Excellency Khalil Hashmi, Pakistan's Ambassador to China, stated that Punjab province is the core of Pakistan's economic vitality, with each city possessing distinct industrial characteristics and enormous development potential. He highly praised IBI(Guolian Gufen)'s cooperation model, which uses industry as a link and digital technology as a tool, believing it provides a replicable and scalable new paradigm for China-Pakistan industrial cooperation. The Chinese Embassy in China will continue to play a bridging role, promoting more Chinese enterprises to enter Pakistan, and welcomes all sectors of Pakistani society to expand into the Chinese market through the Guolian platform.
Following this, the delegation held B2B meetings with chambers of commerce and industry associations from several cities in Punjab Province, covering cross-industry sectors including chemicals, textiles, construction machinery, renewable energy/solar energy, building materials, home appliances, information and communication technology/e-commerce, automobiles/electric vehicles, equipment and instruments, information technology and telecommunications, and battery energy storage system manufacturing. Enterprise representatives engaged in in-depth exchanges on topics such as supply and demand matching, technological cooperation, and joint ventures, reaching several preliminary cooperation intentions.

IBI(Guolian Gufen) and the FPCCI Regional Office (Lahore) signed 18 Memoranda of Understanding, further deepening cooperation in areas such as industry alignment, policy coordination, information sharing, and enterprise services, establishing a regular communication mechanism, and promoting higher-level mutually beneficial cooperation between Chinese and Pakistani enterprises within the framework of the digital economy and the industrial internet.
Finally, the delegation met with Ali Dar, Special Advisor to the Chief Minister for AI & Special Projects. Ali Dar highly praised IBI's positive contributions to promoting the development of the digital economy between China and Pakistan. He emphasized that the Punjab Provincial Government will fully support IBI's establishment of a digital industry platform in Pakistan and is willing to deepen practical cooperation with Chinese companies in areas such as technology, finance, logistics, and talent training, jointly creating a benchmark demonstration project for China-Pakistan digital economy cooperation.
