National Data Administration Delegation Visits IBI Xinjiang Digital Economy Headquarters

Recently, a delegation led by Yu Ying, Member of the Party Leadership Group and Vice Administrator of the National Data Administration, visited the IBI Xinjiang Digital Economy Headquarters for an inspection and research visit. The delegation was accompanied by Wang Zhiwu, Deputy Secretary of the CPC Committee and Commander of the 12th Division of the Xinjiang Production and Construction Corps (XPCC), and Song Dongmei, Secretary of the Party Leadership Group and Director of the XPCC Data Administration, among other officials. Li Qing, General Manager of IBI Xinjiang Digital Economy Headquarters, and Wei Liqiang, General Manager of IBI Data Center, welcomed the visiting leaders on behalf of the company.

The delegation toured the IBI Digital Economy Exhibition Hall, where they gained a comprehensive understanding of the operational model of IBI’s DuoDuo platforms, the company’s cross-border industrial cluster strategy, and the technological applications and implementation practices of Guolian Cloud. The research focused primarily on two key areas: data asset operations and cross-border industrial expansion.

Advancing Data Asset Operations

After more than two decades of deep engagement in industrial sectors, IBI has accumulated over 200TB of industrial big data, covering more than 100 industry segments, with annual data growth exceeding 100%.

To date, IBI has established strategic partnerships with the Beijing International Big Data Exchange and the Guiyang Big Data Exchange, and has successfully listed more than 200 data products. The company is accelerating the development of a complete data value chain—from data collection and governance to productization and commercialization—unlocking the multiplier effect of data elements on industrial collaboration.

Building New Pathways for Cross-Border Industrial Expansion

As the company’s third growth curve, cross-border industrial expansion is being driven through the Xinjiang Digital Economy Headquarters. Leveraging Xinjiang’s strategic geographic location adjacent to five Central Asian countries, IBI is exploring a new “Government + Enterprise + Platform” Silk Road Cloud Chain model to facilitate compliant and orderly cross-border data flows and support Chinese enterprises in expanding into Central Asian markets.

Following the official launch and operation of the IBI Pakistan Digital Economy Headquarters, preparations for the IBI Kazakhstan Digital Economy Headquarters are being accelerated. This will further extend IBI’s digital service network across Belt and Road countries and create a complete cross-border ecosystem spanning from digital infrastructure and data foundations to industrial implementation and project deployment.
